Does it matter how or why he won the contest?
He did use the boat to get back to the US, right?
Was he alone on the boat? Or did he just catch a ride with someone?

So the weapons were smuggled out of the US then?

Was the contest only open to people who owned boats?

Um... not sure. The people holding the contest didn't hide the weapons. But the people who made made him win the contest knew the weapons were on the boat already. Also, from my understanding the people who made him win the contest didn't hide the weapons.
Was the contest only open to people who owned boats?
Nah.
If it matters, were the weapons for: killing stuff? Destroying things?
I dunno.

Yes.
Did the people who made him win the contest also sell him the boat?
No.
Did the people who made him win the contest plan the whole thing, so that whoever bought the boat would have a reason to take it to the island?
No. Someone else who was in the group involved with smuggling the weapons was going to do the smuggling. Something happened to that guy, so Blake ended up doing it (without knowing of course).

But, they didn't sell the boat to Blake. They just entered Blake into a contest that they rigged. Need to figure out where Blake got his boat.

Blake got the boat from an FBI auction.
The original smuggler got arrested before he could deliver the weapons hidden on the boat.
