Yes.

Indirectly. By that I mean there's usually some kind of machine in between, like a gun.

Yes, that's 2/3 of the mystery solved. The man knew what time and place the president would be giving a speech, so he prepared a rifle with a timer and hid it in a suitable place. He got trace amounts of food from his workplace on the dart, and the president handled the dart.
How did the police know?

I am enjoying this. I thought it would be easy because there aren't many ways a house can be reduced to a pile of debris, but you aren't asking many questions.
Kind of like there aren't many ways a dead person can be found lying in the desert, but I asked about most of the possibilities on that one and found out straight away that he fell from a great height.
