if you're using the same internet connection, then yes, you'll be using the internet thru the same IP.
I don't know too much about it, but unless your ISP is willing to give you two seperate IPs (I don't know how it works) they would be using the same one. If they were different they'd probably be pretty similar anyway.

You're not.
The internet is one big network.
Your friend's network (LAN) is its own. You have different local IPs, and the rest all depends on his configuration. Likely, though, you have the same IPs for the internet through a router, it's just locally that they're different. That's my set up, however depending on the ISP you can have more. With mine (Cox Communications) you're 'allowed' 3 IPs, and you have to pay for more. That's all just for the internet, nothing controls what you can do locally.
