Well, no not really IGW
Matte is what it does with the semi-transparent pixels. It will make it so that' it appears to be semi transparent on the background colour of your choice. However, it will look completely wrong on any different colour. Hence I suggest you turn matte off entirely. The edges look a bit rough at times, but at least it works on all colours. I only suggest you use Matte on a website where you know the colours are never going to cchange, and that's not here . In photoshop it pays to start with a transparent background and draw over that. I don't know what you're using but in this case you may be able to magic wand the bit you want transparent then press the del. button. If that doesn't work you need to set it to RGB colour, copy the layer, then delete the old one. Then try again.
Chances are you're not using photoshop tho .

Unless I'm misunderstanding what you're getting at, I use the Magic Wand to get that accomplished. Just set the 'tolerance' to 0 and deselect 'contiguous'.

Transperency in psp 5 ( what i use ) i achieved by say i do this.
Draw my pic on a BLACK background ( or white )
finish the pic then i go to colours, set transperency then it asks for the colour ( pallette number ) i want transprent. I think 0 is black.
Then you click ok then click view tranperency. All black areas are replaced with a grey and white grid.

re's way works, methinks, but you can also use select->similar... Which uses the tolerance of the magic wand, AFAIK.

ih photoshop it's 4 clicks
1 - click Select
2 - click Color Range...
3 - select color by click
4 - click OK button
also u can change tolerance, i mean, if u want select one color, or this color and some same colors, i.e. FFFFFF or FFFFFF-FAFAFA, but this is doing by dragging tolerancy scroller.

this is where you'd want to set the "matte" (which as zogger said isn't the transparency itself....but sets the halfway transparent pixels to the color you pick) to a dark blue.....that might work...

indeed, but I still say don't use matte, because for people thataren't using the darkblue design they get ugly dark blue pixels all over the place.
