Apart from that last instruction, ignore SargeTron - he's hardly been successful with forums himself. Have random chat if you like, There's a difference between random chat and spam.

But yes, if you have any interesting topics for discussion, it makes sense to post them.

no... random is just, random topics of anything as for spam, "Stop posting annoying messages" in other words, 1 word posts that doesnt have to do with anything

Well, posting(spammish posts) for just money can result in tax/downrating/spam mark... and posting then deleteing a post over and over and over will result in an even Greater ammount of tax depending on how much you've done it/gotten out of hit and can result in you haveing your money taken away

Regular spam messages (things like Hi during a conversation is considered spam since its 1 word, offtopic, and completly random/unessesary.. tho in a welcome thread for a new user, its acceptable) will just be dealt with a good ol' spam mark

and all that without mention the banning/deleting of some account

Thats for a really serious offence, like if you were to spam up the boards like KYLE did, that would result in a banned, then deleted account
If in the case (like KYLE did) the guy kept making accounts over and over just to spam, it would result in Signups being disabled, and all those accounts will be banned. Deleted later on in the week just so the guy doesnt use em again.
There are more but bannings/deleteions are for only really naughty naughty things..
