omg.. this is a hard 1.... sepi was a mean ass and HE KILLED AERIS so i vote Dagger mostly because she let Zidane kidnap her and she had pretty good magic

Well, I didn't really like FF9 that well, and I liked Garnet even less, so I'm voting Sephiroth. Besides, if he hadn't killed Aeris, he wouldn't be as widly known as the best villian ever (he actually won the contest in 1999). He also won the best character contest on GameFAQs last year. Plus, he has the BIGGEST SWORD EVER TO BE SEEN IN A FF GAME

Games weren't sophisticated enough then for blood during CGs. Remember, FF7 was the peak of graphic performance for its time.
